Background:
The impact of uncontrolled proliferation and possession of Small Arms and Light Weapons (SALW), ammunition and explosives continue to constitute a major threat to public safety, social and economic development in Albania. Poorly controlled and illegal SALW, ammunition and explosives sustain criminal elements and organized crime, by enabling violence and insecurity. All of these aspects have very negative effects on security and confidence – building measures in the country and the region. 
Therefore, the project “Assisting the national authorities of the Republic of Albania to decrease the risk of weapon proliferation and misuse of Small Arms and Light Weapons (SALW)” aims to support the Republic of Albania’s efforts to implement OSCE commitments in the field of preventing and combating SALW proliferation, thus contributing to the national and regional security and stability. Furthermore, it will contribute to one of the main priority areas as identified by the Ministry of Interior of the Republic of Albania and the Albanian State Police, by ensuring the infrastructure, capacity and resources of the ASP K9 Unit to detect illicit SALW, ammunition and explosives are strengthened.
In the framework of the support that SALW project is providing to the K9 capacity and capability, the project is now recruiting one translator to provide translation services (French-Albanian-French) during the SAMBI Training in the French Gendarmerie, that will be conducted for one representative from Albanian State Police.
In this context, SALW project in order to support the enhancement of the professional skills of canine unit, is assisting the participation in the “Training of Trainers” that aims to deliver the best practices and standards for the assignment into the training sessions of K9 Institute.
Therefore, Project is now recruiting an interpreter that will provide interpretation service from French-Albanian-French during 3–7 June 2024 in Gramat, France.

 

Objective of Assignment: 
Provide simultaneous interpretation in French-Albanian-French as per international and OSCE standards.  

 

Duration of Assignment:
This consultancy is envisaged to last for a duration of approximately 2 months, May-June 2024.

 

Tasks and Responsibilities:

1.    Consecutive and simultaneous interpretation in French-Albanian-French from 27 May until 5 July 2024 during the K9 Training on the French Gendarmerie;    
2.    Familiarize himself/herself with the main concepts and linguistic package of the Project and its related field of contribution and on the same time ensure that the right message will be transmitted to all participants of the meetings;      
3.    Provide the best quality of interpretation service, with a speed of 100/100 Mbps of internet;    
4.    Ensure coverage of open discussions and potential interventions of the participants   throughout the training sessions.    

 Deliverables:
1. Provide accurate and high quality interpretation services as per the training program.

2. Upon provision of the introductory set of documents from SALW team, the translator shall provide quality interpretation during the training.

3. Provision of required standards by simultaneously ensuring that the true substance is not lost in translation despite selected speed of internet.

4. Proactively engage and ensure quality translation despite the intensity of clarifications and interventions. 

Necessary Qualifications:

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
